Do you mean they just now suspended your license for a conviction 14 years ago? If so, there can be no Statute of limitations. Or do you mean it has been suspended for the past 14 years?

If a lawyer was able to prove that his client has an unusually high tolerance to alcohol and that whiel he/she may have been over the legal limit their senses/judgments were not compromised in the slightest?
For example the lawyer would argue that his client being .15 is really equal to a typical person .05.

WASHINGTON – The Defense Department, after insisting for months that the unit would come home on time, has extended the tour of 2,200 Marines in Afghanistan.
The 24th Marine Expeditionary Unit, which is doing combat operations in the volatile south, will stay an extra 30 days and come home in early November rather than in October, Marine Col. David Lapan confirmed yesterday.
Military leaders as recently as Wednesday had stressed the need for additional troops in Afghanistan. Adm. Mike Mullen, chairman of the Joint Chiefs of Staff, has repeatedly praised the work of the 24th in fighting Taliban militants in Helmand Province.
Defense Secretary Robert Gates, however, has repeatedly said he did not intend to extend or replace the U.S. Marines in Afghanistan, calling their deployment there an extraordinary, one-time effort to help tamp down the increasing violence in the south.
Asked about the possibility of an extension in early May, Gates said he would “be loath to do that.” He added that “no one has suggested even the possibility of extending that rotation.” Lapan said yesterday that commanders in Afghanistan asked that the Marines stay longer.
The Pentagon announced in January that the 24th Marines were being ordered to Afghanistan largely because efforts to press other NATO nations to increase their troop levels at the time had failed.
Commanders faced with increasing violence have said they need at least 7,500 more troops in Afghanistan. And President George W. Bush and defense officials have said they hope to identify additional units by the end of the year that could go to Afghanistan early next year.
“The Taliban and their supporters have, without question, grown more effective and more aggressive in recent weeks … as the casualty figures clearly demonstrate,” Mullen told a Pentagon press conference Wednesday.
He added, “It’s a very complex problem, and it’s tied to the drug trade, a faltering economy and, as I’ve said many times, the porous border region with Pakistan. There’s no easy solution, and there will be no quick fix.”

“A 76-yearold woman who told investigators last fall that she shot and killed her husband after he pestered her for sex pleaded innocent to capital murder on Monday.
If Myrtle Walter of Rogers is convicted, she will be sentenced to life in prison.
Walter was arrested Oct. 4. She told police she shot and killed her 74-year-old husband, Paul, while he slept in the bedroom of their home at 1105 S. 12th St., court records show.
Myrtle Walter appeared in court Monday morning with her attorney, W. H. Taylor of Fayetteville.
After the hearing, Benton County Prosecuting Attorney Van Stone said the evidence his office has against Walter fits the definition of capital murder. Stone also announced his decision to waive the death penalty in the case.
Taylor declined to comment, other than to say he will present evidence his client was being raped by her husband.
During a police interview, Walter said she could no longer take being mentally abused, an affidavit in the case states. She said her husband wanted to have sex, but she did not want to, court documents state.
Police found a .357-caliber revolver at the scene. Paul Walter was shot three times. One bullet grazed his face, while the other two were in his shoulder and neck. The couple had been drinking on the night Paul Walter was shot, court records show.
A mental evaluation at the Arkansas State Hospital in Little Rock found Walter mentally fit to stand trial. The forensic report has been sealed.
Walter is free on 0,000 bond. Special Judge Tom Smith, sitting in for Circuit Judge David Clinger, scheduled a hearing for 8:30 a.m. April 16. ”

If US I would say V, VI but I see nothing in your article that has an arguement in these two Amendments, so I would say Amendment X which gives the power to the state after all this is a crime that took place in NC.
